When dodging do you have to specify who you are dodging against? I noticed in the combat log it says xxx is dodging against xxx

Dodge doesn't reduce hit chances of the enemy, it gives you a chance to avoid the first melee attacks that hits you until the upcoming turn of your warrior (as long as you use a stance). Of course if the enemy MISS, your Dodge attempt is not spent.
From steam forum. So dodge is activated against the first melee attack that would hit you. So you don't have to specify. Just comes down to which opponent first attack you.

yes but not sure thats how it works now as after dodging against one guy, a dif guy was next to act who attacked me and it didn't mention trying to dodge in the log

Dodge activation. So it was spent on the first guy that would have hit you. Any further attacks is not getting dodged. This is where delay have its uses. If you want to hit with your strong guys against an opponent that are set in dodge or.parry state, you can delay that guy, hit with a weaker character, hopefully spending the dodge setup on the opponent and than hit him with the big guy.

Step Aside allows 2 dodges, step Aside Mastery 3, web of steel the same for parries, some abilities also provide free dodge/parry attempts. Your correct however clever use of delay can allow you to line hits up with the right guys, though you could also utilise a build that reduces possible dodge/parry chance to the level where its no longer a concern.

Yeah, that seems like a reason to have certain guys with skills or items and land a hit with something like a spear for instance that will have low damage but a better chance of avoiding/breaking through the dodge/parry chance and then open it up for a bigger blow from someone with a 2hander for instance. Delay is also handy for if you suspect you can down someone in a round that multiple people are on. IE: henchman one hits the target and lowers them to 14 hp or something. Rather than just pick dodge/parry and end turn with him, delay, see if the 2nd henchman drops him, because then both can move off to support the rest of the WB elsewhere or scoop up more wyrdstone/gear etc.
